Job Description:
Under the supervision of the 911 Emergency Communications
Coordinator, the Emergency Communications Technical Specialist is
responsible for advising and implementing all manners of technology
related to Borough 911 Operations core services, while keeping in
sync with the Borough's IT practices as a whole. Areas of focus
currently include Computer Aided Dispatch and Enhanced 911 (E911).
As primary point of contact for KPB's Emergency Communications
infrastructure, the scope of support also involves radio systems
integral to these operations. The Emergency Communications
Technical Specialist provides direct support for these systems, and
where appropriate, coordinates support provided by 3rd party
vendors.

Minimum Qualifications:Bachelor's degree in Information Services or
a related field and 4 years' relative experience to include 2 years
Systems or Network Administration experience; a Cisco Certified
Network Associate (CCNA) or the equivalent knowledge and
competency; and minimum 2 years of experience managing a VMware
VSphere environment. Experience with Computer Aided Dispatch, E911,
and telephony systems desirable. Familiarity with radio systems a
plus. A combination of education, experience and training may be
considered. Must have and maintain a valid, unrestricted Alaska
driver's license to perform all job functions. Ability to obtain
and hold Alaska Public Safety Information Network (APSIN) security
clearance is mandatory. Must be able to pass an extensive
background check.Responsibilities:
- Installs, configures, and maintains KPB servers, workstations,
network components, and other related equipment, devices, and
systems specific to Borough 911 Operations core services.
- Installs, configures, and maintains applications representing
the core of Borough 911 services. These application areas include,
but are not limited to, Computer Aided Dispatch, E911, Next
Generation 911 (NG911); may coordinate with OEM Program Coordinator
on common use items that include All-Hazards Siren System, Mobile
Command Post and portable radios.
- Troubleshoots KPB emergency communication networks, systems,
and applications to identify and correct malfunctions and other
operational difficulties.
- Coordinates as necessary with the dispatch supervisors of the
secondary Emergency Communication Centers (ECC) and their local IT
staff at the cities of Kenai, Homer, and Seward while performing
remote or on-site maintenance, upgrades, troubleshooting of KPB 911
services hardware, software, and network connectivity at those
locations.
- Acts as a technical liaison between SPSCC, Office of Emergency
Management (OEM) Program Coordinator, KPB IT department and Vendor
Product Support.
- Acts as a liaison between SPSCC and Kenai Borough Emergency
Operation Center (EOC) in the Incident Command Structure for
technical needs.
- Establishes and performs maintenance programs following Borough
and vendor standards.
- Ensures that all applicable systems are configured and
maintained to meet CJIS Compliance Standards.
- Establishes and maintains SPSCC system standards and
documentation.
- Establishes, monitors, and maintains compliance with a
continuity of operations plan (COOP) and disaster recovery plan as
it pertains to SPSCC & coordinate with OEM where such plans may
integrate with OEM specific software and hardware.
- Establishes and maintains operational and failover testing of
Public Switch Telephone Network (PSTN) infrastructure that feeds
E911 systems, including but not limited to service provider
connectivity, load balancing/failover and telephony gateways.
- Assists in development and revision of SPSCC roles in the
Borough Emergency Operations Plan, All Hazard Mitigation Plan, and
SPSCC strategic long-range and short-range plans as required.
- Assesses emergency communications technology needs, identify
solutions and advise on technology purchases.
- Assists 911 management staff to set policies and procedures for
implementation of Next Generation 911.
- Assists with development of annual budget requests, including
establishing business case justifications and cost/benefit analyses
for emergency communications technology spending.
- Assists with grant development related to information
technology issues.
- Acts as primary point of contact for critical emergency
communications systems, must field support calls during evenings
and weekends as directed by SPSCC Manager or designee, and must
co-ordinate backup support with KPB IT during scheduled
leave/absences.
- Assists with initial Computer Aided Dispatch training for new
dispatch trainees.Other Functions:
- Other related duties as assigned.While performing the duties of
this job, the employee is frequently required to use hands and
fingers dexterously to operate office equipment, and to communicate
orally; regularly required to sit and occasionally required to
stand, walk, and reach with hands and arms. The employee must
occasionally transport up to 50 pounds. Specific vision abilities
required include close vision and the ability to adjust focus.
