Job Description:
Open to the general public any current Municipal employee.
This position is -represented by the Anchorage Municipal Employee
Association -(AMEA) and -is subject to the provisions of the
current agreement between the Municipality of Anchorage and the
AMEA.
DEPARTMENT: Anchorage Health Department
LOCATION: -825 L Street
HOURS OF WORK: -Monday through Friday; 8:00 a.m. to 4:30 p.m.
* Remote work schedule opportunities (telecommuting) may be
considered after successful completion of probation at the
discretion of management with the approval of the department head.
Not all positions are eligible for remote work (telecommuting) per
P&P 40-40*The Anchorage Health Department Supplemental Food and
Nutrition Education Program for Women Infants and Children (WIC) is
expanding nutrition education and outreach efforts to reduce
barriers and bring healthy foods and nutrition education within
reach to vulnerable community members. At-risk community members
need support services to equitably access basic food and nutrition
resources. A Nutrition Outreach Paraprofessional (NOP) is qualified
to deliver public health outreach, social service program
eligibility determination, and nutrition education to expedite
outreach and education activities for participants who face
barriers to accessing services. The NOP will carry out strategies
to engage and retain eligible participants most at risk for missing
services. They will answer WIC participant inquiries for services
and advise WIC participants on how to use WIC benefits at approved
retail outlets. They will screen WIC applicants to determine
program eligibility and nutritional risk according to State of
Alaska written policies. The NOP will provide participant-centered
nutrition education, breastfeeding counseling and refer high risk
participants to a Registered Dietitian or designated breastfeeding
expert. The NOP's direct service experience will bolster outreach
efforts to engage participants who experience social and economic
challenges that could interfere with their ability to access food
and other basic services.Perform other related duties as
assigned.
The Anchorage Health Department (AHD) engages in the State of
Alaska Department of Health and Social Services (DHSS) emergency
responses and the federal Incident Command System (ICS). This
includes training exercises as part of the AHD's Crisis Health
Action Team (CHAT) and municipal Emergency Operations Center (EOC).
In the case of a natural or manmade disaster AHD's employees may be
called to engage in emergency operations responses and
recovery.
High school diploma, GED, or equivalent and two (2)years of
experience in a health and/or social services work environment.
OR
Associate's degree in Sociology, Psychology, Nutrition or a closely
related discipline, and experience in health and/or social services
work environment.
Must possess or obtain the following:
* Certification as a Competent Professional Authority (CPA) by the
WIC Program within three (3) months of hire.
* American Red Cross First Aid and CPR Certification within 90 days
if hire.
* Must possess a valid State of Alaska driver's license by the time
of hire.
Preferences: -
* Experience providing nutritional assessment, education and
counseling to individuals, groups, or the public.
* Familiar with medical terminology.
Preference will be given to Anchorage Municipal Employees
Association (AMEA) employees. AMEA employees who are successful in
the screening process will be forwarded to the department for
consideration prior to any non-AMEA applicants.

If selected for hire, appointment in this position will be
conditional based upon the submission of a current copy of the
applicant's Alaska driver's license and a current (dated within 30
days from date requested) copy of his/her Department of Motor
Vehicle driving record, including a driving record from previous
states if the Alaskan driver's license was first issued within one
year prior to application, documenting an acceptable driving
history. The processing fee(s) are the responsibility of the
selected applicant.

All required certifications and licenses must remain current for
the duration of employment.
If selected for hire, appointment in this position will be
conditional based upon satisfactory completion of a national
criminal background investigation (AS 12.62.160) and (AS
12.62.400). Accordingly it will be necessary for the selected
applicant to provide certain identification information and be
fingerprinted. Fingerprint cards must be dated within 30 days from
date requested. The processing fee of $48.25 plus the cost of being
fingerprinted (variable) is the responsibility of the selected
applicant and must be accomplished before beginning work.
If selected for hire, the appointment in this position will be
conditional based upon a satisfactory Municipal Employment Office
conducted background check. A background check encompasses criminal
history, verifying education, and verifying dates of
employment.
Military Service Interview Preference:
Veterans or who wish to be considered for interview preference as
permitted in Municipal Personnel Rules 3.30.031 D must attach to
the application a copy of their DD Form 214, DD Form 256, NGB Form
22, or a letter from the US Department of Veterans Affairs
recognizing the person as a veteran. The attached documentation
must show an honorable discharge or general (under honorable
conditions) discharge. The minimum qualifications of the position
must be met for preference consideration.
Individuals currently serving as a member in good standing in the
National Guard or the organized military reserves who wish to be
considered for interview preference as permitted in Municipal
Personnel Rules 3.30.031 D must attach proof of current service to
the application. -Proof of current service can be shown by
submission of a statement of service which, at a minimum, shows
full name, date of birth, Social Security Number, date service
began, branch of service, rank, name of command providing the
information, and unit of assignment. -The statement of service must
be on a form or letterhead of the individual's command organization
and show the name, signature, title and contact information for the
signer providing the statement of service. The minimum
qualifications of the position must be met for preference
consideration.
